All its texts are in public domain (i.e. not copyrighted).

It was created because existing ebooks repositories (like Project Gutenberg) are not very handy for reading from the web. They often require you to wander a lot of links before you actually get the text to read. Also, they don't like splitting texts to pages, and so on.
